in my game there is a red circle sign (like the Non-Smoking sign) red circle with a diagnal dash

it's on the edge of a hex and I can't seem to move through it, costs 100 AP just to move through. can't attack through it either.

what is causing this?

Perhaps a destroyed bridge, if it is a river hexside.

Maybe a screen capture of the hexes would help us diagnose?

It is likely a blown/broken bridge. Engineers will be required to repair.
