Why can't this oil point be used

For the moment, I've sort of given up on gaining a real understanding of convoys/what is chosen etc. Since all I'm doing is a solitaire game I can compensate or simply accept the outcomes.
But this one is not easy to understand. I have 2 oil resources in continental USA marked as idle, one of the 3 US factories marked as idle is also in the Continental USA. So why can't I simply order this oil resource to be used? I'm not trading away any US oil pts so its not got caught up in that form of confusion.

This looks strange to me. Can you post a gamesave? If you go to the folder where it is and zip it, you can put it in the forums as an attachement...

Yeah odd. I’ve had “stubborn” oil in the continental US before but just simply order it to the factory. If the oil in Maturin can reach the US maybe it has priority over the non-trade oil - but never heard of that before...?

Forgive me, for this Summary I still don't figure completely but...
You control 20 oil
You receive 3 oil
You are giving 4 oil through trade I understand
Idle: 3
20+3-4-3= 16, not 17 like in the form. Maybe this resource is not available for a reason I cannot imagine? or it could be a bug. Provided I understand the form correctly.

USA is giving no oil away in trade. That is shown in "
Trade sent" row. Although they are giving away two normal resources.
The 4 is oil that are transported by convoy points.

Right enough, but then 20 controlled + 3 received - 3 idle = 20, no 17.[&:]
Put another way: 20+3 inbound =/= 17 expenditure + 3 idle

But why are there then 3 idle factories. 3 idle oil + 3 idle factories should equal 3 more production points and no idle factories.

I can't remember fully now, but there seemed to be a reason that two factories were inactive that made sense. But one was also in the continental US, so hooking at least one oil point to it should have been automatic since it all it would do is to rely on the US rail net.

Hmmm, how can it be? Relocating factories in USA makes no sense, and strat bomb is almost impossible... If they were under construction I guess they shouldn't be in this form...
Or you could have been saving oil, but in this case the state of the oil res would be "idle"? Don't think so.
