Soviet navy in baltic during snow/bliz

If turn ends and SU has ships in baltic while snow/ice and Leningrad only port - should they be destroyed?

We had 1 turn where they were allowed to drop a box.

But this turn MWIF gave a message they were destroyed.

Apparently it's correct to have them destroyed?
"WHEN YOU CAN'T RETURN TO BASE Destroy any unit (checked individually) that has no base to return to. It makes no difference if a unit couldn’t return to base because it was out of range or was blocked by naval movement restrictions (see 8.2.10 and 11.4.4). Clarification: You cannot return to base to a port you could not normally make a naval move into. Destroy any unit at sea that couldn’t have returned to base (even if it could stay at sea. Clarification: Infinite naval units may remain at sea provided at least 1 space (i.e., at a minor port) is available to which they could have returned to base.

No time to look up the rules, right now.

I am not sure of the details of your situation (Neutral status, actions taken). Posting a save file might help.

If you have not activated the Baltic countries (Latvia, in particular), there are no suitable ports to dock.

In order to drop a box, you need to be an Active Major Power. As a result, you can only return to base.

I am guessing that you are still Neutral (not at war).

Yes. They should be destroyed if there is no port available. However, if you choose to let them stay at sea, MWIF allows this. That is a bug.

Besides, isn't Hanko USSR in MWIF maps? South of Turku and Helsinki and not "freezable"? Or has it been occupied?

Only if the USSR did claim the Finnish Borderlands and Germany allowed that claim.
