Is there a way to use the Panama Canal to get ships from the east coast of US to Pacific ocean?

As long as Panama is fully mobilized at 100% and has joined the Allies and the port is at strength >= 5 US naval units should be able to pass through. Is this not the case in your game?

Thanks, I haven't got to the point where Panama is an Allie.
