Can allied devices be used by all allied nations?

More specifically can USN naval guns be installed on fictitious Dutch warships?

And can USN aircraft be used by other allied navies? If so, how will production and distribution be sorted out?

Weapons -yes
Aircraft basically also yes.
You have to write specific air groups of upgrade for US aircraft types.
