Yes. Some Japanese tankers have fuel and cargo spaces and can carry fuel/supplies and oil/resources. My mod has added the historic dedicated "avgas tankers" - they ship supplies but are TKs.
Edit; Not TKs but AOs.

Thinking out loud, w/o testing. Don't see why tweaking a TK liquid storage and including a deck storage/cargo wouldn't work. There are Cargo classes that include a fuel or liquid capacity (at least in DaBabes) so seems logical the reverse should be no problem.

I tested the Japanese Tonan Maru class that already has fuel+cargo in game, but i can't see it moving supply, it is all fuel . But if i move oil i remember seeing resources (did not tested this last part)

Here is a TF in my mod with some regular AOs and a bunch of "AOG" = gasoline (avgas) tankers.
The AOGs have a small fuel and a larger supply capacity - and carry fuel and supplies.
Have not tested for genuine TK classes.

Thanks LST, for my mod in this case the Italian Navy did not do replenishment at sea - anyway in WITP almost every ship can replenish so... The issue is fuel to Libya, since in WITP LCUs and air units do not consume fuel then Axis does not need to send fuel to North Africa except for the ships there, so the idea is to have tankers with some supply capability, also have HI industry in Libya to force Axis to send more fuel there.

If you tell it to load fuel, it will load fuel only in both spaces. If you tell it to load supply, it will load fuel in the fuel area and supply in the supply area.

Was looking around the web and found a photo of some P-61s on a tanker as deck cargo...it was loaded with aviation gasoline in its tanks.

Yeah some could transport planes, i think a British one also could . Japanese had floatplanes in some oilers, strangely does not appear in AE.

These is one of the things quite puzzling in AE, Hayasui which in game is a 6860t oiler... when in reality was a 18300t...armament all wrong, for me it is more difficult to create a fictional ship than to just get the available data.

IJ Tonan Whalers have both Cargo and Fuel capacity also some cargo ships have both bulk and liquid capacity... working OK.
But there is a pairing - Supply will go with Fuel and Resources with Oil (usually).
