Are opposing diplo chits destroyed?

When the 2 sides add chits to the same country, what happens exactly? Are they neutralizing each other until the end of the war, or there is a chance 1 on each side is 'destroyed' and thus recycled?

They counter each other and are not 'destroyed'. So if Germany has 3 chits in Spain and England has 3, they negate each other. So neither side has a chance to advance Spain towards their side. So these 3 chits will be 'locked' for the rest of the game.

The only way to 'break' a deadlock would be to have Italy add chits to Spain as well (or US/Russia for the Allies). German chits would be 'used' before Italy as well.

The bottom line is that once you have assigned chits to a country it is entirely possible for them to be tied up for the rest of the game if the other side matches or exceeds your chit total. So be careful [:)]

The other option is just declare war on the 'locked' country and get the chits back that way lol

You can always remove your chits if you want to. But you get no refund for them.

Question on diplo chits. If you conquer a country that has placed diplo chits, do their remaining diplo chits disappear/expire? Logically, that would seem to make sense to me (We're not about to move our alignment towards Britain because a few guys at their embassy are still pressuring us towards war with the Axis, even though Britain was overrun 3 months ago.)

Once a nation is conquered its diplomacy goes away. This is most obvious with France and Poland (assuming someone is crazy enough to buy chits with Poland). I believe Britain retains chits if they have to relocate to Canada or Australia.
