End of Turn RTB Interception Combat Bug

1. MWiF Public Beta 2.9.4
2. It's the end of turn, return-to-base (RTB) phase for the allies (specifically the CW).
3. The axis have 3 ships and 3 subs in the Bay of Biscay. Of these, only the Pocket Battleship CA Deutschland is remaining at sea.
4. The CW attempts to return the RN CV Formidable escorted by the two cruisers CA Norfolk and CL Arathusa through the Bay of Biscay.
5. The axis (specifically the CA Deutschland) attempts to intercept and succeeds on a roll of 2.
6. However, with snow in the Bay of Biscay and with the CA Deutschland in the 2-box, shouldn't the number to successfully intercept be 1 and not 2?
7. The RN RTB force which is successfully intercepted rolls a 10 and is placed in the 0-box.
8. Next, all axis ships and subs except for the CA Deutschland, which is the only axis ship or sub remaining at sea, appears to be in position to take part in the upcoming combat.
9. As I read the rule underlined in red (at the top of the screen cap), only the intercepted units, any planes that react and units staying at sea can participate in the combat.
