2.9.4 Regression Bug -- Naval Intercept Attempt Costs 1 MP

1. MWIF 2.9.4 Public Beta.
2. I pretty sure this is a regression bug that was once fixed but is back again.
3. The CW loads the 1st Inf div onto the CA Norfolk in Liverpool and attempts and wants to move them through the Bay of Biscay and on to the 3-box of the West Med.
4. The German CA Deutschland attempts to intercept but fails.
5. The CA Norfolk loaded with the 1st Inf div continue on the the West Med where they should be able to go into the 3-box but can't get any higher than the 2-box.
6. Note that this happens whether or not the Germans attempt to intercept or not.
