How does supply work with surrounded units? You can surround a number of units and they retain full supply and you have to batter each one to death. This is not how war works in the real world. Major units would quickly lose any effectiveness once cut off.

Supply is based on the units' proximity to friendly resources, the supply value of the latter, and also to friendly HQs.

A surrounded unit won't ordinarily receive full supply unless it is in a Capital or Industrial Center, and if it is fully surrounded on all sides by enemy units can only reinforce to strength 5.
