2.9.4 Naval Movement bug

Situation, Germany attempts to move from Kiel to the Arctic Ocean. The 'In the presence of' option is turned off so it only costs 1 MP for each sea zone to move. From the first screenshot its obvious the German CA has 3 MP remaining but per the 2nd screenshot only the 0 or 1 box are available to select. I believe the German CA should be able to reach the 3 box. Save is also attached. Note that a CW CA in the Norwegian Sea can intercept and it does not matter if it tries or not the German CA can still only make the 0 or 1 box of the Arctic Ocean.

Saved game, Try move the the 6MP German CA from Kiel to Arctic Ocean.

Confirmed, this is a bug. Steve, it calculates correctly in the Norwegian Sea and when intercept is decline or not chosen (doesn't matter either way) it correctly shows the remaining movement points "in hand" but when placing the unit the form only gives a choice of the 0 and 1 box and should be either 0,1,2, or 3 boxes. the program seems to be deducting 2 mp when moving to the Artic(wrong) but deducting nothing when moving to the Norwegian(correct).
