Port storage limits how to setup?

Some ports have storage limits for supply and fuel.
Are they just defined by port/airbase size? Made a search for storage in manual came up empty regarding this issue.

Yes, the size of the base determines the amount of supplies and fuel that the base can handle before wastage....GP

It is hard coded, look at section 15.7 of the manual. But, the size had been change to a total port+airbase to be 9 or greater.
