Grayed out optional rules

When I try to set the all button or the advanced button for optional rules, there's a bunch still grayed out... such as the oil rules and convoys in flames etc. How do I make these optionals available to use?

They are not yet coded. See "State of the Game" stickee.

One thing I don't understand: the oil rules are coded, and most people use them.

Good point, but I think the OP meant Oil Tankers which appears in Optional Rule selection right beside the other one mentioned.

In further checking the grayed out optional Oil Rules, it happens only in the Guadalcanal scenario I was learning. I was trying to turn the all button on and saw that the options remained grayed out. Should have checked under GW.

Newb question- Does the Cruisers in Flames option (w/CL's) favor one country over another... does it help the USA or the Japanese... I assume it helps the CW over Ger/Ita?

It's a really, really great option - IF you are the Allies. Very imbalancing kit, IMO.

Thanks. Is there a thread or someones previous work that shows which side is favored by each optional rule, so perhaps they can be added in pairs to keep the game balanced?

There have been many discussions but the normal setting at the top right when you look at the forums is 'last 365 days'. Change that to all topics and then search for "Optional Rules".
