I brought a german sub all the way around to Penang. I captured singapore the turn I docked the german sub, and when DE610 fired (Germany: Shall We Invest In The Penang Naval Base?) I said yes, but no german sub showed up. It did tell me there was a problem. I'm also getting the 25 productoin deduction. Error/Bug?

I think it takes a few turns before the sub appears (if I remember correctly)
