Invade or Incite Revolt

Sorry I checked and searched - the manual pdf is somewhat silent on the specifics of this tactics...
Salutations:
As I work my way through this (my first) game I am struggling with finding the patience needed to avoid being myopic [8D]
I am playing a rather 'streamlined' and 'lower automated' set up with 5 other civilizations, space pirates weak, no natural disasters, pre warp and largely normal costs / standards. Slight variations as suggested in the many newbie guides.
I am at the point where I control a significant portion of space.
1) I have strong fleets of frigates, destroyers, cruisers of my own design and capital ships as randomly recovered from a battle fleet. Bombardment possible.
2) Robotics and Armored factories on my largest planets - mostly in my defensive core or heart.
3) Insufficient troop ships and planning for invasion at the current time. I need to design and build.
4) A couple of civilizations (primarily one other) with colonies significantly cut off from their core and / or now completely surrounded by my own.
I was Planning - Building - for Invasions - my first time - Then I noted:
Intelligence Officer >> Incite revolt in Colony xyz >> Time to accomplish 1 year >> Success 99%
In fact I am a democracy with 4 Intelligence officers and all 4 revolts have success rates of 99% / 99% / 99% / 88% respectively.
Is this a cost effective method of cutting off isolated colonies in the fringes of my own expansion ?
Do I get the colony 'in tact' and unharmed ?
My democracy contains a small percentage (small but not insignificant) population of the reptilian (Frog like) race in my own empire worlds assimilated and I was wondering how that would work in my 'war support' democracy?
