added axis engineer unit to build forts. Two turns after adding unit, it is in position (on shore hex but not adjacent to any enemy units) with supply = 8 but fortify button is grey? What am I missing?

Is it occupying a resource? If so then that would explain it as only non-resource hexes can be fortified, as resources already provide defensive bonuses to units occupying them.
