At what stage can the USA land a Garrison on Wake Island.

It is March/April 41 and Option 26 Relocate Fleet to Pearl has been passed. Unable to Land a GAR unit on Wake Island.

There is no port on Wake Island, thus a GARRison unit would have to disembark from an AMPH, or an HQ would already have to be present in the hex.

There are no date/turn/rule restrictions on placing USA units there.

You can ship a division there though with a cruiser.
