Task Force Interface Definition

I am trying to find the definition of the Moves information on the TF Display. What does the Fuel reference. For example, in the Guadalcanal Scenario the Saratoga group is moving at Mission Speed and the following is displayed:
Moves (m/c) 9/4, Fuel - 129/73 (24) -- displayed in green. What is the meaning for these Fuel values?
When in Full Speed Mode, the values are 32/73 (24). I get that red is bad, but what does it mean?
Is this described in the manual?

The first set of numbers: 129 is the fuel range in hexes, 73 is the distance to target and back to current home base and 24 is the distance to target by sea
In the second set of numbers your fuel range at full speed is only 32 hexes and therefore in red, because you cannot get back to base before you run out of fuel. The game does not know about any plans you might have to refuel at sea from an AO or other ships, so sometimes you need to force the TF to go ahead by setting the routing to Direct/Absolute. Otherwise it can abort the mission to RTB and refuel.
