Target List (priority order)

I believe that the target list in the mission editor is backwards. I have tested this using the LIVE: Korea Crisis scenario, as well as some others. Here is what is happening:
In the LIVE:Korea scenario, the TLAM launch has a huge target list. At the top of the list is an airbase called Changjin-Up. When the attack occurs none of the targets at Changjin-Up were targeted at all, even though they were at the top of the list.
Next, I took a scenario and did the same test. Again, none of the targets at the top of the list were fired at.
next, I reordered the list sending the targets that were at the bottom of the list by sending them to the top. I exited the scenario, and then went back in. My priority targets were returned to the bottom of the list and he ones at the top went back to the bottom. I tried this again, and it again did the same thing.
Then, when I finally allowed the AI to run the mission, the targets at the bottom of the list were targeted, and the ones at the top were not.
This leads me to believe that the order of the targeting list is backwards. The top of the list is the least of the priority, and the bottom is the most. Can you check it? I sincerely believe that something with this priority targeting list is inadvertently been reversed.
