a Land unit. It might have been historical wargamer??..,not sure. He was using his battleship to bombard Chinese land unit..

The BB took a hit and he said something like "was not expecting that." I did not have the game yet when I saw that. I see that surface gets 100% Evasion on bombard.

Is there something I am not understanding? Thanks

Page 172, section 7.29.7:

Only Cities, Ports, Fortresses and Fortifications can defend against naval
bombardments, other resources will not inflict damage on their naval
attackers.

Any naval unit attacking a hex with the above situations will always get return fire. It does not matter if the hex is empty or contains a unit.
