Scenario Editing Question - Locking formations

Is it possible to place and lock formations for both sides during scenario editing? What I have tried so far. First, I had placed and locked formations for side A and saved scenario. Then I repeated same thing for side B. At beginning of scenario, when I select either side A or B to play with, player side is locked as set in scenario editor. However, AI ignores placement for opposite side and place starting formation positions at random. I would like both - player and AI - to stick to predefined positions. How to achieve this?

It is not possible, units can be locked for player only. That is because AI is dynamic, and hence it makes a different plan every time.

I understand reasoning behind dynamic AI. However, player (scenario designer) should have option to decide about this. Please, consider to add this as option in future updates.
For example, I would like to play scenario where I need to take small town defended mostly by infantry with sparse support. I arranged defenders like this:
Most of units are placed in entrenched positions and buildings with guided AT missiles at hill overseeing open ground east of town.
Here is how AI placed same units:
It is clear that AI placement sucks. Objective is almost undefended. Bulk of AI force is located deep in forest with very limited line of sight. I cannot enjoy playing what I intended to play - cracking heavily fortified urban position in house to house fighting. Yes, I would know where my enemy is located at start but if that doesn't bothered me, where is a problem?

The ability to place the defending enemy units is in the TODO list.
If you don't want to fight in the forest or hills then you can remove them from the scenario by using the no-go zones. Here's a thread about advanced scenario editing:

Also, I would give the AI more space to place its units around the objective. In many cases it's not a good idea to concentrate all units in one spot close to the setup area edge, because they can be bypassed or destroyed with artillery strikes.

I’ve always advocated separate no-go zones for each side, and possibly make the AI’s no-go zones invisible to the player. With that said, this is an excellent suggestion too.

Now that Steam integration task has been completed, locking formations and additional scenario options are high priority. No ETA yet, however.
