Base Information Display Supplies Required

I am trying to understand the purpose of manually increasing the Supplies Required in the Base Information Display. Take Rockhampton as an example. At the start of the Dec 8 Campaign, there are 2710 supplies at this base and there are 35 Supplies Required. What is accomplished by increasing this value by 1000? Does this cause the AI to attempt to accumulate supply? Does selecting stockpiling impact this? The manual doesn't even show the Stockpiling option.

Increasing the required supply by 1000 will tell the AI to try and keep about 3k more supplies at the base. In your example, it won't do much. It'll attempt to keep ~3k supplies at that base, just 300 more than is there now. Note that a lack of available supply can reduce this number.

If you select yes, then the supply (or whatever commodity you select) will not leave that base. It can flow in and be used there, but it won't flow out for any reason.

Edit: It won't flow out based on anything the AI does. You can ship it out or fly supply out by air.

Another question on this display: Some bases have a notation similar to this (for Darwin in the Dec 8 Campaign): Supply(max 2100):
What is the meaning of this? I would have guessed that it represents the maximum supply a base could hold, yet Darwin starts (the 8 Dec Campaign) with 5400 supply, well above the "max" level.

Not quite right - if units in the field need supply and that base is the only place that can provide it, the supply will flow to them. The stockpile button does deny supply to other bases.

EDIT: Ships can also load materials that are being stockpiled at a port.

Be aware that monkeying too much with the supply draw button and the stockpile buttons can cause the AI to stop managing the normal flow of supply. Use the settings sparingly, normally to move supply in one direction.

IIRC it is the maximum amount of supply the base can draw from other bases in one turn. Limiting supply flow in some regions, notably Burma and China, to reflect poor road network

Or it could be from the units there. When you look at units in the editor they have a starting amount of supply assigned to them, usually much more than they need. When the game starts the units that populate the base drop any excess supply beyond their (needed amount +10 points).
