dearth of tank brigades

Some time within the last few patches ( I haven't read the notes ) the game had eliminated a lot of the automatic tank brigade spawning. This leaves the Soviet side as having to manually build a bunch of brigades to rebuild a future decent-sized tank corps force.

As of T18 I have 53 Tank Brigades with another 8 coming in the next 10 turns...is this like the number you have?

On my last playthrough I had about 70 brigades, once the game had flipped all the divisions.
To get the tank force back to a nice corps total ( like 35 or 40, which is still below the original tank div total ) that means I have to build a bunch of brigades.
With the adjustments of admin point costs through the line of patches, it takes a long time to fix the Soviet side.
