I'm wondering what the think is behind DE617. It seems exceedingly unlikely that the conditions to this event will ever be met by September 1940, as the cost/benefit outcome of the investment required to satisfy them would appear to be decidedly negative. Or am I missing something here?

Its not unlikely to get Turkey leaning towards Axis for 25% , only a few Diplo investment.

If its your goal to get Turkey on Axis side, it helps a lot to have them free 20-30% leaning towards you.

But for PBEM its probably better to spend this Diplo on other countries.

The real issue is getting the other three pro-Axis countries to 100% mobilization.

The event start fire whenever you reach this condition, starting in september 1940, no matter if its 1941 or 1945.
