Been a few years since I've played and I just kicked off a Soviet game.
It's turn 2 and I'm trying to relocate Soviet factories, but I don't see how.
Do I have to wait until turn 3, or am I missing something else?

I'm in F2 mode and examine a city screen, but don't see any indication for how to relocate the factories.

What am I doing wrong/forgetting?

You can not evacuate factories until turn three.
