Vladivostok

So I'm playing a PBEM game as the Axis and got a pop-up recommendation (one or two turns ago) to blockade US supplies to Russia via Vladivostok by placing a naval unit adjacent to the port.
It's August 1941. Barbarossa is well underway and the Russians decided to attack Japan in the East the previous month. Figuring that Russia was now already at war with Japan, I thought I could maybe do better (and get revenge) than just blockading Vladivostok - so I invaded and captured it instead with an amphibiously loaded SF unit.
Prior to this, the US mobilization level was at 57% Allies. At the end of my turn, I get a pop-up indicating that the US is alarmed at the Japanese capture of Vladivostok. Ok I thought, but when I ended my turn, I got the message that the US is preparing for war[X(].
Is this WAD?
I think I understand now that Vladivostok is not part of Russia per se, and so maybe this is why the US got so alarmed...but how could one have known that the US would swing so much in response to outright Japanese aggression against Vladivostok, particularly when Russia had DOWed Japan first? [&:]
Is this written anywhere in the Strategy guide?
