I don't know if this is suppose to be this way, but here goes.

Allies: Player
Axis: AI

In all my games, except for my last game,
Germany took over Italy, and later the Allies Liberated Rome.
Italy become a producing Partner for the Allies where Italy can build its own units.

The last game I played, I took over Rome before the Germans took over Italy.
Italy never became a producing partner of the Allies.

I guess since Italy was never Liberated, it did not Allied.

Was just wonder if this is what you intended.

Hi Steven

That's correct as only in certain circumstances can Italy change sides and become Allied, so their eventual fate as an Allied Major is not guaranteed.

Generally, if Italy's National Morale falls low and there are 3 German units in Italy, then it will switch sides - with Germany taking control of any Italian territory not already taken by the Allies.

But if Italy's National Morale falls drastically in one turn, e.g. if the Allies take multiple National Morale objectives in that turn, then Italy will surrender to the Allies.
