Garrisons, what am I missing ?

Sorry, for the double post, posted it in the modding subsection by accident ...
So im getting really frustrated with the garrison and partisan system here.
My first Axis game and Allies get about 120 VP a turn from bloody Garrison and Partisans and I have to f*cking clue why.
I meet all garrison requirements and yet the game keeps telling me I dont meet them and I keep loosing points here.
Enlighten me, please cause right now im just about to abandon this because of this godawful mechanic(Allied invading southern italy ? Dont worry about that, wont cost you nearly as much as missing the garrison requirements for southern france ... )
I have security units in all cities so thats not it ...
