Diplomacy

In an earlier playing of the 1939 scenario, I got the impression that successful diplomatic chits weren't being made available for repurchase. This resulted in a dwindling of everybody's diplomatic efforts over time.
I'll pay closer attention to this on my next play through. One way to test it would be to play a hotseat game in which nobody does anything but invest in diplomacy, and watch to see if the chits get recovered or not.
[I just tested this in a hotseat game and it seems to be working correctly. I think I was confused because I expected everyone to have 5 chits to play with, and they don't. Still not sure what happens to your chits if you invest unsuccessfully, but I'm assuming they come back to you].
