How does one raise Italian supply in North Africa sufficiently to reinforce the units there?
Infantry are currently stuck at 8 and I think the armor at 7.
If I reinforce the HQ to 8 and then 10 will I then be able to reinforce the Italian units?

There are a number of factors for supply, but yes the most obvious of which is that you will need to increase the HQ strength to 10 especially given the most supply in North Africa is 5, so a full strength HQ will increase surrounding supply to the 6 or more you need to fully re-supply your units. I've never figured out the exact science behind it myself, but if you move your HQ around and hit "S" you can get an idea as to how supply will look next turn.

Is it worth the wear and tear on air units to take out Malta for MP?

Unless you want to abandon N Africa, then yes. Otherwise your supply is crippled and won't be able to even keep up a defense.

I am not so sure taking Malta is mandatory. It depends on how often the RNG hits you. I would do it as possibly but would not consider it absolutely vital.
