PBEM play

I have Commander Europe at War V1.12 and GS 4.00. When I go to the menu I click on PBEM. It asks for name of the game and says it is loading be patient. I put the name of the game in but it never stops loading. When I click enter it goes to the game but it never asks who I am playing against. How exactly does the PBEM function work on this game? I have windows 10. I like the game a lot but this aspect of it puzzles me. There is nothing in the manual to help with this.
