I am at putting out the Russian reserves. The window disappeared with the reserve units. How do I bring the window back up?

It may have been closed in error or it may be "hiding". If closed then you get another chance when your next reinforcement phase comes up and you'll be asked if you want to place more Reserves. If you really wanted to place them all, then you'll need to find and load an auto-save from just before the DoW.

If hiding, then it may be behind one of the other forms on your screen. If you can move them around, see if it is underneath or try using Alt-Tab and see if it shows.
