Supply in North Africa

I'm playing as the Allies, using strategic bombers and ships to lower the supply of towns to below 3 supply. According to the supply chart, the highest supply the axis units there should have is 5 (where the HQ is standing), and lower beyond that. But for some reason Rommel is still providing 8 supply on his hex.
Tunis was already at 1 at the start of the turn, same as Gabes. Port was under my control since last turn.

Here is a picture showing the lack of supplies in all of the axis controlled towns/cities. How are they getting supplied?

I don't see how Rommel is getting that 5[8] trace unless it is going Algiers > Tunis > Rommel? Try bombing Algiers, it looks like a capitol and may be generating 10 or 12.
Edit: Actually, maybe forget Tunis, because if Algiers is an undamaged Capitol, then the HQ next to it might be generating 12, which could reach Rommel with 3 [making him a 5]!

Algiers can only go up to 5 supply by itself

Just guessing, there probably is a Bug. I don't analyze everything, but I do notice the Germans always got juicy supply vs the British. Might explain the Superman Panzer comments.

It looks to be on par as the regular supply from Gabes for Rommel would be 0, as it is one hex away from Gabes. However, the Italian HQ southeast of Algiers has a supply distribution value of 8. Through HQ boosting/linking, the Italian HQ reaches Rommel with a supply value of 1, and through the linking rules, this boosts Rommel to 5 (since the linked HQ provides more supply than the default) with a distribution of 8 as seen in your game.

so as long as one HQ with 8 supply can reach another HQ within 8 hexes (assuming 1 move per hex), that other HQ gets boosted to 5?

Correct, here is the full breakdown:
HQ supply rule recap and amendments since the first major changes introduced in v1.04 are as follows:
- HQ distribution supply has been changed to the following:
-> HQ supply < 3 will have a distribution supply value of 5.
-> HQ supply >= 3 and <= 5 will have a distribution supply value of 8.
-> HQ supply > 5 will have a distribution supply value of 10.
- HQs can now only be linked if the first HQ has a supply value >= 3.
-> the HQ to be linked must have a supply value < 5 and is now automatically boosted to a supply value of 5 which caps its distribution supply at 8.
-> this doesn't change distribution supply for HQs that were at 3 or 4 supply, but will allow them to 'operate' and 'upgrade'.
-> Previously linked HQs could have a maximum distribution supply level of 10.
