AI : Research & Units' strenght

Looking at the Graph Reports, I noticed that the AI invests heavily in research, and then often does not have enough MPPs for unit to be reinforced & upgraded.
For example, in my last test-game, the UK (AI) in the mid-1941, have invested almost twice as much in research as Germany (human), but then has units in a "poor" state ...
Perhaps it is better to have lower levels of research but units upgraded and at full strenght
