MIL debark problem

We are playing with version 2.9.5
Germany has chosen land action. Germany moved one MIL from Copenhagen to SW.
Program skipped debark phase, even if Germany has MIL on TRS on Baltic Sea. Is there a reason or is this a bug?
I reverted game down to 2.7.1 which we are using in our other games. Same thing happened.

This is a bug. There's no reason why Germany should not be able to disembark that MIL.

Here is picture of the situation.
This game is damaged. If you look at the Flyouts, you'll see that the Mil is not aboard the transport - and that the transport is not carrying any cargo. That is indicated by the missing Status Indicators.
I am not sure how that situation arises. I've seen it a couple of times before but I do not know how it occurs. Perhaps it has to do with Undoing moves.
It isn't easy to fix the game. I have done it a couple of times (putting units aboard transports at sea) for my own games, but to accomplish that I have to write specific code for when the game is restored. I use the unique Game # and the Next Entry # to make sure the code never executes for any other games. After we get past the problem, I remove the code from the program. Very klugy.

I edited file so that MIL is in Copenhagen now. Will that cause problems or fix them? Should we go back and replay this turn?

It wouldn't be the turn - it would be three impulses. The MIL moved as part of a naval in impulse 1.
I am up for trying that if you are.

If that fixes the problem, let’s do it. It’s not that much of trouble. At least not for the Allies.

Redoing turn fixed the problem.
