Why isn't the enemy AI attacking me?

I m playing the WW3 Nato vs Soviet Europe scenario. The enemy AI is only launching air strikes and artillery bombardment at my units. They did mobilised a few units forwards but none of their land units attempted to engage my units. Is there something wrong with the scenario? It doesnt say it is for PBEM only.

There is another scenario i played which is the Singapore 1942. I played against the japs and the AI is the same. It waited until turn 11 or 12 for its ground units to engage mine, it was brief as 2, 3 turns later it completely halted all ground attacks, only very sporadic clashes involving 1 or 2 unit. Throughout the scenario the active combat it pursue are air strikes. It didnt even used its artillery that i saw was across the island which is within range of my units. So i just bombarded the japs with my artillery units while it just a sitting duck.

I find this strange and making the game extremely boring like an inactive sexual partner.

Singapore 1942
If you play as the Japanese you will see the initial difficulties, so I think the computer can't really be expected to do much.

Do either of those two scenarios have a PO built into it?

I can't find the first one so I can't check it.

Singapore does have a PO, but it relies on a Japanese Amphibious Assault at start, and Elmer usually needs some attention to get these to happen. This scenario looks like it might be an original from TOAW I, so it might could use some attention. I noticed a few odd things in the quick look I had at it, but I have no experience with the subject so I'd have to do some Wiki-ing before I would attempt a mod. But it is a small scenario, so it might be fun, and an honor to attempt to preserve an oldie.

Read the Scenario Description, but if there is no mention there you can check in the Editor for Objectives, or in-game activate the PO Assist and see if all formations have Objectives.

Scenarios are required to have 1 Objective for each formation, so if you see only 1 for each that will mean there is no PO. More than 1 can mean there is a PO or the designer put some in for testing, not easy to tell which.

Not meaning to be a party pooper but I`ve seen the word "jap" being used at times in this forum when referring to the Japanese.
Today this abbreviation is regarded as an ethnic slur and even if this is used in relation to WW2 people may find this offencive.

Not trying to initiate a debate but just expressing my view.
