Maximizing engineer capabilities?

Hi
for attempts to repair bridges or railroads are other units contributing their engineer capabilities to such attempts?
With other words will it be more likely to have success with such attempts if engineer units are stacked?

That's my understanding. My rule of thumb is to break an engineer unit into three pieces and store the three pieces in the hexes of units that are trying to dig in. They will increase the probability that the digging in units will succeed. I'm using that as a rule of thumb with the understanding that the presence of the engineers helps and that stacking engineers in the hex will help even more. But I've been wrong before. Maybe we should do some tests to see for sure what difference it makes.

Yes the manual mentions that it works this way for entrenching units, but I thought it would work so too for bridge & rail repair but the manuals notes nothing like this.
