Just found out and am now left with a really strong Rumanian division... I'm reasonably sure this is not supposed to happen.

What patch version do you run? I'm not even able to split a rumanian div under the current patch to begin with!

1.11.03. I can't split the Rumanian division, either. It is (and as far as I'm aware of always was) only possible for Germans and the Finns.

So how were you able to merge the rumanians with the germans ? you mean merging a rumanian brigade with a german regiment?

No. I had a Rumanian and two German divisions sitting in a hex all way understrength. They were cut off in the winter and I was unable to rescue them. As I did not want next turns replacements to all go to useless destroyed units I tried to merge the two German divisions. The game however merged the German division with the Rumanian one, leeding to a Rumanian division with lots of German elements in it.

Do you have a save prior to this and steps how to replicate it ?
This must have been a malfunction of the merging code as it should never ever merge units of different nations.

A bug indeed, got this replicated with the scenario you mentioned.
Reported internally for further examination and fix.
Must be something like a missing/non-working nationality check
