after India surrenders to Germany supply in Ceylon went to zero and doesn't increase next turns

now the japanese fighters sit there like lame ducks

Thanks for the report and this will be changed in the next build so that in a similar situation, Germany, Japan, or any other non cooperative ally will receive limited supply which should resolve this issue going forward.
