The carrier that appears in Bristol in Jun 40, any chance of allowing that to be deployed at any port?

Recent game (1.16). Axis player bombs the French army every turn. No flights over England at all. He had a maritime bomber deployed near Hamburg up until the turn the carrier arrives. Then suddenly fighter sweeps over England and the maritime bomber just happens to be in range of the carrier (I mean there are only 2 hexes it COULD be in so not hard to figure that out. He didnt sink it, but it was heavily damaged.

He also killed all the units around Paris (4 of them) and ran around the city not capturing it.

Too much gamey play for my tastes, so I quit on the spot. But the biggest was the carrier. Why isnt it free to deploy in any port?
