Defection rolls for Vichy territorials

I notice that Vichy territorial units are not subject to Vichy defection rolls prior to combat.

Is this intentional?

I guess the interpretation is that they are not Vichy French, they are units of an aligned minor.

If Vichy French land units are involved in a land combat, or are
overrun, solely by units controlled by an Allied major power they are
not hostile to, they may defect before combat.


If the rule would have stated "Vichy controlled land units", than the Vichy TERR would be subject to defection. TERR are minor country units and are therefore not subject to defection before combat, as Paul has stated.
