When Hong Kong is conquered by the japs, are the chinese troops allowed to try to liberate it without HQ restrictions? I mean, already in 1942. What do you think about?

If the Chinese are the only units liberating it, the base will become Chinese administered. It can be bought back to British control with PP.
If other Allied troops are in the stack when the base is taken, the Command HQ of the first unit in the stack will control the base. US units appear first, British second and other nationalities after that. IIRC the Chinese units are last in a stack. It doesn't matter what type of unit either.
I had some Russian artillery assisting the Chinese in reducing defences and ordered it to march out of the hex so the Chinese would control the base. Unfortunately during the turn I ordered the Chinese to attack and take the base, the Russians did not move far enough to get out of the hex so the base ended up being Russian. That didn't affect anything operationally but it stuck out as an anomaly on the map.

I'd say it is like US/Canada situation, no need to pay PPs for Chinese to cross in HK. Same with Kwangchowan. Recent AARs have no qualms about that

I've retaken Hong Kong with restricted Chinese troops in my current game against the Japanese AI (April 1942). I think it is okay for the Chinese to retake it.
