Is it true that the Jagaur GR.1A is not able to buddy illuminate with ARI.12321/3 LST (Laser Spot Tracker)?

Yes. LSTs are passive laser devices, they detect targets being illuminated by active laser emitters (LGB seekers are essentially miniaturized LSTs).

IIRC the only RAF aircraft in DS with self-lazing capability were Buccaneers with Pave Spikes, and towards the end some Tornados with TIALD pods literally rushed from the test lab.
