I'm totally new to modding this game. I've pretty much figured out most of what I wannt to do. But I can't locate where I need to go to alter the starting units.

If you mean alter the units that start on the map, it is very simple you just need to choose the unit icon in the editor and then you can select move,delete,add buttons and generally it will come to you. If you mean changing the unit stats/bitmaps/names it's a bit more work.
