So far all units of other countries are only non-core, because they only appear in one scenario.
Romanians are an exception, there are two Romanian scenarios - Kishinev and Odessa. Some Romanian units gain experience in the first scenario so they could receive some attachments.
After adding Odessa scenario to 1941 campaign Romanians can also be core units and gain experience.
This very small Romanian campaign, named ''Luptatori'' (Warriors in Romanian) will include Kishinev and Odessa scenarios. Some infantry divisions, 7th cavalry brigade, some artillery units and air force will be core.
German units will be auxiliary in this campaign.
Before Odessa scenario the core units from Army Group Antonescu will be transferred to the 4th Romanian army and used in Odessa scenario.
This is a small test campaign to see how Army Group Antonescu works, so that 1941 campaign can have some Romanians with experience.
Odessa scenario is very challenging and a good tutorial before attacking fortified lines - Epic Wjasma, Mozhaisk and Moscow.
