Strategic Air Attacks versus Tactical Air Attacks

In manually coding the air doctrine settings, what is the difference between strategic air attacks and tactical air attacks? Is the following correct? From what I have researched tactical air attacks would be attacks aimed at the forces directly deployed in front of my ground forces. Strategic air attacks would be the air attacks further behind those military forces deployed directly in front of my forces -> perhaps the cities, air bases, factories, rail lines and roads further behind the enemy forces deployed in front of my forces. Ground support attacks by air forces would be designating planes to be available to defend my ground troops against enemy air attacks and to support my ground troops with their direct attacks onto the enemy ground forces. Did I miss anything here? Thanks for your help!

You've got it but I'd say strategic goes after the icons you can see when you toggle "show factories".
