Apologies if I've missed something but how can I replace the hand (which I hate) with an arrow? Thanks in advance.

I agree, the hand is fugly. But, turns out you can't delete the cursor files from the graphics directory, as the cursors are built in the compiled executable. However you can replace them with any standard cursor you like better. Deviantart is a great source of free cursor packs.

Download, rename the ones you want, then place them in Documents\My Games\The Operational Art of War IV\Graphics Override\Cursors\

The most relevant ones are:
circlesc.ani
crosshai.ani
cursor1.ani

The extension can be .ani for an animated cursor or .cur for a regular one.

The hand looks like those stupid hands people put in ads to make them look "old-timey". Why that is the default is completely beyond me. I would have thought an arrow would be more appropriate.

Edit: I now have a neat, functional arrow. Much better. Thanks again.
