I am playing my first game and am the Allies, PBEM with a friend. A few turns ago there was a message that came up saying a number of countries in North Africa were agreeable to having Allied units land in their ports. I transported a unit to the Gibraltor area but when I tried to land it a a number of ports such as Tunis and Algiers it was not allowed. I know I indicated that I would accept the offer from the countries in the message so what am I doing wrong? Thanks.

You're misreading/misinterpreting that message. You still have to unvade with Amphibs. The message says that the defenders wont fight at full effectiveness
