With the attached game turn (next post), I wasn't able to reproduce this bug. But, I'll post this report anyway. The issue was that with storms in the South China Sea and naval search rolls of 1 for both the allies and Japanese, Japanese ships in the 0-box were included in the combat.
Again, I was unable to reproduce this bug with the attached (next post) game turn.

The form you posted shows all possible involved units because the Allies could chose to include the 0 box of the Axis. When the Allies rolled a 1 did they chose to include the Axis in the 0 box?

If both find, there is no choosing. The rolls already dictate which boxes are included for both sides.

I am going to go with Gerry's/this explanation. That is: only the Allied search was successful. A 1 by the Axis should fail as a search roll.
Only the Allies found and they just chose the zero box. That would have been an okay choice if they had made it a submarine combat. Putting the 2 carriers at risk doesn't seem like a good idea to me.

If indeed, both powers rolled a one, see post #4.
