Random ATG game

I am playing a Random map ATG game. I cannot get my engineers to build anything. I have 400 EP and it says building is not an option. What can I do to get these engineers to build an airbase?

Are you very in a city or very close to one? It could be the reason.

Yeah, if I recall correctly in Vanilla you need to be a certain distance from a city/factory to build one.
